01Where Europe is

The landscape moves in evidenced public-sector deployments first and in private-sector signals second.

Tchap · France
Built on Matrix and operated by DINUM, with ANSSI security validation. 600,000 registered users and over 500,000 monthly active users as of May 2026. The Bayrou circular targets 2.5 million civil servants by 2027. DINUM joined the Matrix.org Foundation on 21 October 2025 as its first government Silver member: meaningful engagement, not governance control or proof of sovereignty.
BundesMessenger · Germany
Built by BWI on modified Matrix software. Planned capacity of up to five million federal employees; actual monthly active users are not published.
BwMessenger · Germany
The Bundeswehr's messenger, with over 100,000 active users. The German armed forces have stated that commercial messaging products are unsuitable for sovereign tasks.
Also moving
Belgium's BEAM (a target of around 750,000), MijnBureau in the Netherlands, SAFOS in Sweden, GRNET in Greece, the European Commission and luxchat in Luxembourg.

“Replacement” applies only in evidenced public-sector contexts. For private-sector commerce, the honest frame is dependency reduction.

02Where Seldon is

The channel Seldon runs on today is WhatsApp's business platform, for the two live chat products, in Spanish-language markets. In parallel we are validating Matrix.

Matrix as the first sovereignty-aligned channel: version 2.0 of the protocol shipped in late 2024, and open-source bridges connect Matrix to WhatsApp and other messengers, so one Matrix-native surface can face the core while WhatsApp is bridged during a transition.

Governance, subprocessors, administration, backups, federation and data residency are not validated end to end yet. This is honest positioning, not a production claim.

A Swiss messenger's business gateway is the lowest-friction second adapter on the engineering map, pending scoping.

03What we build

An adapter per channel over a core that does not depend on any of them. WhatsApp today, Matrix in validation, a second adapter next. The conversation logic, the customer journey, the data controls and the compliance posture stay in the core.

04Disclosures

  1. Bridging Matrix and WhatsApp works, but the bridge server decrypts each message before re-encrypting it toward WhatsApp. A sovereignty claim must separate Matrix-native conversations from bridged ones.
  2. The Matrix.org Foundation's Platinum and Gold seats are mostly empty as of 2026. DINUM's Silver membership of October 2025 is the only government precedent; Silver means engagement, not governance control or proof of sovereignty.
  3. “Replacement” applies only in evidenced public-sector contexts. For private-sector commerce the frame is reducing WhatsApp dependency.
