01What the paper contains

Where Europe is
The regulatory window on WhatsApp's business terms (the update of 15 October 2025, in force from 15 January 2026) and today's jurisdiction-specific operating permission; the EU AI Act schedule; the EU Tech Sovereignty Package and Spain's ENS (Royal Decree 311/2022); WhatsApp interoperability across DMA Article 7, Matrix-native use, business API permission and bridges, with their caveats.
The substrate
The chat-substrate motion in Europe: Tchap (600,000 registered and over 500,000 monthly active users as of May 2026), BundesMessenger and BwMessenger; version 2.0 of the Matrix protocol; the bridge ecosystem and its decryption disclosure; the EUDI Wallet timeline; the EU-headquartered and transatlantic options for the model layer; and our hosting provider's posture, which is the provider's own, not a Seldon certification.
Where Seldon is
The transport-agnostic architecture: a vertical core and an adapter per channel. Matrix as the first sovereignty-aligned channel in validation, and a second adapter next.
Disclosures
Seventeen non-negotiable disclosures, kept word for word: the limits on how we describe model providers, the transatlantic posture of one alternative, the bridge decryption caveat, the no-training condition on WhatsApp business data, the Channels-only scope of the DSA designation, the split General Court verdict and more.

02What this paper is

A public position paper. A reading. An observational map.

It is not procurement advice and not a technical implementation manual. Each part of the thesis is presented as a monitored condition, sourced and disclosed.

03Where Seldon is

Seldon Solutions S.L. is a Spanish SME based in Barcelona, building chat engines for regulated commerce on EU-hosted infrastructure. The paper is the company's public statement of how it reads regulated commercial messaging in Europe today, and of where its transport-agnostic architecture sits.

05Disclosures

  1. Our positioning is reducing WhatsApp dependency, workflow portability and sovereignty options.
  2. Matrix is the first sovereignty-aligned channel Seldon is validating; its governance and end-to-end items are still open. This is not a production claim.
  3. Our hosting provider gives EU-hosted infrastructure at the provider's own level of posture; that is not a Seldon sovereignty certification and not an ENS certification.
  4. Bridging Matrix and WhatsApp decrypts each message at the bridge server before re-encrypting it toward WhatsApp. Copy that claims sovereignty must separate Matrix-native conversations from bridged ones.
  5. WhatsApp business data is not used to train or fine-tune AI models, wherever the customer is.
