Seldon is not betting against WhatsApp usage. Seldon is betting against WhatsApp dependency.

03Scope and caveats

• Our positioning is reducing WhatsApp dependency, workflow portability and sovereignty options. Substrate work belongs to the Matrix ecosystem, OpenDesk, the EUDI Wallet, GAIA-X, EuroStack and the builders around them.
• Spanish public-sector work requires ENS certification under Royal Decree 311/2022 (BOE). Seldon does not hold it today; the path is positioned, not certified.
• Matrix is the first sovereignty-aligned channel Seldon is validating; its governance and end-to-end validation items are still open. This is not a production claim.
• An EU-headquartered provider reduces exposure to US-parent jurisdiction; the legal qualification depends on each procurement.
